Bollards are sets of posts around waist hight to prevent traffic from coming onto pedestrian areas. If you look along the street at pavement level you can see others set in a row. And yes in this case there's an element of sculpture, as they are made to represent the sewing needles that Gloucester is famous for manufacturing.
